Quran states rules of engagement which one has to adhere to before one is allowed to commit violence and all the the verses that talk about violence cannot be followed unless the rules of engagement have been violated. One cannot fight unless they have been attacked FIRST, they cannot take over people homes but they can fight to reclaim their homes that have been taken from them, they cannot fight and continue to murder if the attacking party surrenders. Know the rules of engagement which are in the Quranic verses below. The Quran states that if somebody has done nothing to you, from any religion, then we must live in peace with them.

[2:190] You may fight in the cause of GOD against those who attack you, but do not aggress.

[2:191] You may kill those who wage war against you, and you may evict them whence they evicted you. Oppression is worse than murder. Do not fight them at the Sacred Masjid, unless they attack you therein. If they attack you, you may kill them. This is the just retribution for those disbelievers.

[2:192] If they refrain, then GOD is Forgiver, Most Merciful.

[2:193] You may also fight them to eliminate oppression, and to worship GOD freely. If they refrain, you shall not aggress; aggression is permitted only against the aggressors.

(60:8-9). Allah does not forbid you from those who do not fight you because of religion and do not expel you from your homes – from being righteous toward them and acting justly toward them. Indeed, Allah loves those who act justly. Allah only forbids you from those who fight you because of religion and expel you from your homes and aid in your expulsion – [forbids] that you make allies of them. And whoever makes allies of them, then it is those who are the wrongdoers.

[5:87] O you who believe, do not prohibit good things that are made lawful by GOD, and do not aggress; GOD dislikes the aggressors.

[8:61] If they resort to peace, so shall you, and put your trust in GOD. He is the Hearer, the Omniscient.

[4:90] … if they leave you alone, refrain from fighting you, and offer you peace, then GOD gives you no excuse to fight them.

(4:94) O you who have believed, when you go forth [to fight] in the cause of Allah , investigate; and do not say to one who gives you [a greeting of] peace “You are not a believer,” aspiring for the goods of worldly life; for with Allah are many acquisitions. You [yourselves] were like that before; then Allah conferred His favor upon you, so investigate. Indeed Allah is ever, with what you do, Acquainted.

[6:151] Say, “Come let me tell you what your Lord has really prohibited for you: You shall not set up idols besides Him. You shall honor your parents. You shall not kill your children from fear of poverty – we provide for you and for them. You shall not commit gross sins, obvious or hidden. You shall not kill – GOD has made life sacred – except in the course of justice. These are His commandments to you, that you may understand.”

[17:33] You shall not kill any person – for GOD has made life sacred – except in the course of justice. If one is killed unjustly, then we give his heir authority to enforce justice. Thus, he shall not exceed the limits in avenging the murder; he will be helped.

[25:68] They never implore beside GOD any other god, nor do they kill anyone – for GOD has made life sacred – except in the course of justice. Nor do they commit adultery. Those who commit these offenses will have to pay.

[7:28] They commit a gross sin, then say, “We found our parents doing this, and GOD has commanded us to do it.” Say, “GOD never advocates sin. Are you saying about GOD what you do not know?”

There is No Compulsion in Religion

[2:256] There shall be no compulsion in religion: the right way is now distinct from the wrong way. Anyone

who denounces the devil and believes in GOD has grasped the strongest bond; one that never breaks. GOD is Hearer, Omniscient.

There is Absolute Freedom of Religion

[18:29] Proclaim: “This is the truth from your Lord,” then whoever wills let him believe, and whoever wills let him disbelieve. We have prepared for the transgressors a fire that will completely surround them. When they scream for help, they will be given a liquid like concentrated acid that scalds the faces. Invite to Islam with peace not violence

[16:125] You shall invite to the path of your Lord with wisdom and kind enlightenment, and debate with them in the best possible manner. Your Lord knows best who has strayed from His path, and He knows best who are the guided ones.

Every verse of the Qur’an must be read and interpreted against the background of the Qur’an as a whole. The above verse, which speaks of a possible conversion to Islam on the part of “those who ascribe divinity to aught beside God” with whom the believers are at war, must, therefore, be considered in conjunction with several fundamental Qur’anic ordinances. One of them, “There shall be no coercion in matters of faith”

(2:256), lays down categorically that any attempt at a forcible conversion of unbelievers is prohibited – which precludes the possibility of the Muslims’ demanding or expecting that a defeated enemy should embrace Islam as the price of immunity.

Secondly, the Qur’an ordains, “Fight in God’s cause against those who wage war against you; but do not commit aggression, for, verily, God does not love aggressors”

(2:190); and, “if they do not let you be, and do not offer you peace, and do not stay their hands, seize them and slay them whenever you come upon them: and it is against these that We have clearly empowered you [to make war]”

(4:91). Thus, war is permissible only in self-defence (see surah 2, verses 167 and 168), with the further provision that “if they desist-behold, God is much-forgiving, a dispenser of grace”

(2:192), and “if they desist, then all hostility shall cease” (2:193).
